About Us
The terminal provides storage and laydown areas for equipment and materials, berth facilities for a range of vessels such as crew transfer vessels (CTV) and service operation vessels (SOV) as well as Foss tugs and barges. It will also house new office space for project teams, crew marshalling facilities, workspaces and a marine coordination center for technicians supporting the Massachusetts Offshore Wind Industry.
We share a collective vision that the site would be repurposed to something beneficial to all while still being tied to the electrical generation sector. The terminal will revitalize the Port of New Bedford by providing critical support to the offshore wind industry.

President

Andrew is an attorney based in New Bedford, Massachusetts with a concentration in the offshore commercial marine industry. He was named President of the New Bedford Foss Marine Terminal in 2022. His family is deeply rooted in New Bedford.
His specialties include; U.S. Coastwise trade/cabotage, charter parties (including BIMCO contracts), vessels construction/repair, marine offshore construction agreements, salvage disputes, vessels documentations, finance/foreclosure priority, double tax treaties and other trade-related agreements.
He was involved with the Cape Wind Offshore Wind Project in Massachusetts as well as being involved in the transportation and installation of jackets and other structures for installation in 2016 on the Deepwater Wind facility in Rhode Island.

Matt has been with the New Bedford Foss Marine Terminal for a year and has also worked with Foss as a Chief Engineer onboard harbor and ocean tugs in 2006 - 2012. He attended Massachusetts Maritime Academy and graduated with a degree in Marine Engineering
Matt has a 20 year career in the maritime industry working as a Marine Engineer, ABS Class Surveyor, Technical Representative on USN and USCG vessels , and Project Manager. He has earned wages on the water or dock since being able to legally work at the age of 14, starting out working on lobster boats in Scituate, MA/ He enjoys spending time with his wife and children, going to church, and fishing when time allows.
